Description: This technical report was developed for the Asian Development Bank (ADB) and Developing Member Countries (DMCs) to have a better understanding of issues, opportunities, and challenges in the implementation of a Just Transition towards a low-carbon and climate-resilient development. An enabling framework to support the DMCs’ shift towards low-carbon and climate-resilient development that addresses the various aspects of such transition as they relate to the unique circumstances of each DMC was defined for the bank. The report elaborates on four main parts: international and regional context of the just transition; Asia and the Pacific situational analysis for five countries in the region; just transition implementation; and case studies.
